  1. We’ve been predicting a retirement tsunami for years, that has yet to materialize. And tell me again the down side of 30+ year Feds finally retiring? Loss of knowledge? – This is a problem with a lack of succession planning and deliberate leader development. Our Human Resources personnel have abdicated talent decisions to supervisors and managers whose priorities are individual mission contributions. We’ve created a federal leader cadre of tactical contributors, and they keep selecting great technical talent and trying to turn them into unicorns that can deliver operationally and strategically as well. Flawed by design.
