Performance Appraisals or Fairy Tales?

The Washington Post ran an article on June 13 highlighting a Government Accountability Office report on performance rating distribution for 2013. The Post and GAO pointed out that 74% of non-senior executive service rated under a 5-level appraisal system received one of the top two ratings (usually defined as highly successful or outstanding. What I found most interesting about the numbers is the variation (or lack of it) between 2, 3, 4 and 5-level rating systems. Here is how the numbers look (adjectives used to describe the levels vary from agency to agency):2013 Performance Rating Distribution

It is clear that no change of rating systems will increase the number of Unsatisfactory ratings. Whether it is because of lack of training, lack of senior manager support, or just an unwillingness to give an employee a bad rating, the number of appraisal levels does not change the outcome on the bottom end.

Some folks will point to the consistency and say that means the systems work and the real number of employees with unsatisfactory performance is miniscule. In 33 years in federal HR I saw countless managers who told me, my staff and my colleagues that they want to fire a poor performer, only to find out they gave that poor performer a fully successful rating. I don’t believe the number of unsatisfactory performers is 15 or 20%, but it is clearly much higher than 0.1%.

For me, the biggest takeaway is the fact that the presence of a better-than-OK rating means more than a third of supervisors will pick it. When they do, they do not have to explain to an employee why s/he is “only” fully successful and they do not have to justify an outstanding rating to their bosses. Given how many employees believe a fully successful rating is a bad rating, that is easy to understand. It does not make it right – just more explainable.

When that level is not available, those ratings go to fully successful. Surprisingly, the 3-level scheme even has fewer outstanding ratings.

So – what should be done about federal performance ratings? Here are 6 things I think should be done to begin to make the process more realistic.

  1. Eliminate the highly successful rating level. It is clear that it is too easy to assign the rating and it skews the rating distribution to the high side.
  2. Eliminate the marginal rating level. Marginal ratings are mostly useless. If an employee’s performance is less than satisfactory, it is unsatisfactory. Although a marginal rating can keep an employee from getting a within-grade increase, it does not drive performance to higher levels.
  3. Raise the standards for outstanding performance. Having more than a third of employees rated outstanding diminishes the value of that rating. To represent truly outstanding achievement, the number of such ratings should be much lower. Current law and regulations do not allow quotas, but even if they did that is not the answer. The real answer is to set standards that are very high and stick to them. Even that, however, may not be enough. “Rating Creep” is a common phenomenon in virtually every rating process.
  4. Include Agency performance metrics in the process. If an agency is suffering from performance problems it can still have outstanding employees who are contributing far more than is expected. However, an agency that is struggling with performance should have to go a step farther to justify the assignment of an outstanding rating.
  5. Incorporate peer reviews into the process. Most federal workers will tell you that their agency has poor performers that are not dealt with. They know who those folks are, because they end up having to carry their workload.
  6. Incorporate a requirement that supervisors sign an affirmative certification that an employee’s performance is at least fully successful. For whatever reason, simply signing an appraisal document does not seem to have an impact. Supervisors still assign fully successful ratings to people they admit are nowhere close to that. A separate certification may have more of an impact.

Appraisal processes should be limited to no more than three levels – unsatisfactory, satisfactory, and outstanding. In fact, we might find we would be better off with a simple pass/fail system with awards and recognition tied to specific and measurable accomplishments. Too often, the assignment of a high number of outstanding ratings results in a lot of small performance awards that do little to motivate performance. While it is obvious that pass/fail does not drive the number of unsatisfactory ratings up, at least it has the benefits of (a) eliminating the massive waste of time that the ratings process has devolved into, and (b) forcing agencies to have better justification for bonuses and awards.

One point I want to make is that the ratings process is not the unbiased and objective process so many people say it is. Here is why. As a manager, I can assign your work. I can decide who gets training and what kind of training you get. I can decide whether you get support from other employees or contractors (or none at all). I can decide what success looks like. And then I get to decide how you did. I have seen employees who were allegedly terrible suddenly become productive when they changed supervisors. I have also seen the opposite – a great employee with a proven track record whose new supervisor decides s/he is no good. Agencies hold all of the cards, and they can deal an employee any hand they please. Unless you are making widgets on an assembly line, slicing and dicing performance into the small divisions that multi-level appraisals require is not effective.

What we really need is a total rethinking of the process. I am not naive enough to believe there is a simple solution to the problem. It will take a lot of people representing different views to come up with what an appraisal process should be designed to accomplish, and then designing something that actually accomplishes it. Until that happens, nothing is going to change.

    Over my 20 years plus in Federal HR I finally have concluded that the pass/fail system is probably the most suitable approach to meeting the CFR requirement for a performance management system. Our convoluted systems of rating employees detracts from what a good supervisor should be doing – communicating.The focus should be on communication between a supervisor and employee on how they are doing, rewarding them when they do well, and helping them get better if they are struggling.

    It is my belief that the vast majority of federal employees know (or can learn) how to do their job. Most jobs aren’t that complicated – even the highly technical ones. The problem employees usually know how to do their job, they simply don’t want to do it. Lots of reason for this I realize and often it’s because of poor supervision.

    An employee should never receive an end-of-year rating of “unsatisfactory”. Think of the logic behind this. A unsatisfactory rating implies that the supervisor has done nothing to improve performance over the rating period. Unsatisfactory performance doesn’t rear its ugly head at the end of the rating period. More likely the employee has been exhibiting poor behavior sometime for some time. This is when supervisors (with the help of a competent ER Specialist) should begin to take action such at starting a performance improvement plan which often fixes the problem. More often than not the issue is not performance (can’t do the work) but a serious conduct issue (doesn’t want or like to do the work).

    At the end of the rating period the employee should be at least satisfactory. If not then the rating period should be extended, and/or appropriate disciplinary action should be taken including “alternative” disciplinary actions as “last chance agreements”. In my experience most employees in this situation will improve or move on and find another supervisor that will allow them to get away with acting up.
